Blackwood has played 28 games less than Seney, 11 games less than Anderson and only 2 games more than McLeod - all 3 of which are also in the poll. I get that goalies don't play as much, but if they're all in why wouldn't Blackwood be included?

Generally when the organization views a player as a full time NHLer they don't invite that player to development camp. That's presumably how they feel with Mackenzie Blackwood, therefore, it is justified he is not on this list.

This development camp was the last that the 2015 draftees will be involved in. The 2015 draft included Zacha, Blackwood, Speers, White, and Seney. The latter 3 all atteneded camp, while Blackwood and Zacha were not invited because the organization clearly sees them as graduates from "prospect" status.

I don't think Blackwood should be included in this poll. But since he is, he is fully deserving of the #3 spot over Jesper Boqvist. Who's a better prospect - the potential #1 goaltender or potential 2nd line winger? Obviously #1 goaltender.
