The broadcast will start at 4, but here's some minutes from the 2015 draft (NBC broadcast):

• 28:00 - Bettman's introduction
• 31:30 - McDavid highlight reel
• 34:30 - Oilers management takes the stage (Pick #1)
• 41:00 - Sabres management takes the stage (Pick #2)
• 47:30 - Coyotes management takes the stage (Pick #3)
• 53:00 - Leafs management takes the stage (Pick #4)
• 58:00 - Hurricanes management takes the stage (Pick #5)

So yeah, expect some preamble before the picking starts. If last year's draft is any indication, we could be waiting for up to a full hour before Vancouver's pick is in.
