Its different for him tho.

Park is considered the best to never win (Fetisov didn't play his prime in the NHL so no point in including him) but thats basically because he competed against Orr during his prime and later on Potvin.

Weber should've won in 2012 but didn't, mainly due to EK's point totals.

I don't think there is any clear favourite for any award except Ovechkin for the Richard and Toews for the Selke. Everything else is wide open.
