no, it's a play where the runner is running and the hitter is swinging regardless of the pitch. If he lets it go the runner likely gets caught stealing because he has to make sure the pitcher throws home and not to 1st.

also are we sure that was a hit and run and not PIllar trying to steal? The count was 0-2, don't see a hit a run with 2 strikes very often or even for that matter.
