I think the idea is to at the very least, have a plan.
I think this is the important thing. Look at teams bouncing back after bottoming our and they seem to have a plan.
Toronto, New Jersey, Vegas just starting out, sure their are more examples I’m missing.
I think Chia had a plan in Edmonton, but it isn’t a good one. I have no idea what the plans are in Arizona or Buffalo.
GM has to have a vision for success, and a commitment to making that happen the right way through the draft and thrifty trades. And that means your scouting department has to do better with picks outside those top 3 picks. If you can’t find players in the 2nd, 3rd, and even 4th round you are going no where.
Also avoid free agency outside of short term journeymen. Rarely do the big free agent contracts work, and they seem to stall rebuilds out.
