Hello HF Leafs Fans ! It's been a while since our last HFTML Fantasy draft, and since the hockey world is kind of dead right now, I would like to be the host of our annual fantasy draft. Over the past few years, the commissioner would always partake in the draft, but to make things more fair to our Gm's, I (The Commissioner) will not take part of the draft. After coming in second place for the 2012 and 2013 seasons, I figure I will be a valid candidate to be the commissioner, and the judge for our draft. Rules
1. In the end your team will consist of 13 forwards, 7 dman and 2 goalies. Failure to do this when the final roster's are posted will result in disqualification. You should base your picks on positions: LW, C, RW, D, G. You may lose points from judges if you choose 13 centers, because your team will be dysfunctional. Base your picks on positions. To prevent any confusion of a player who may play more than one position, we will go by what TSN.com has them listed as.
2. You must draft someone who played in the NHL this current season 2013-2014 regular season/playoffs. You cannot pick retired players.
3. Once on the clock you will be given 1 hours to make your selection. However 12am eastern till 8am eastern will be considered dead time and no GM shall miss his pick between these hours. GM's will however still be allowed to make a pick during these hours if it is his turn to pick. Then once 8 am eastern rolls around the GM who is due to pick next will be on the clock beginning at 8am eastern. If you are on the clock between 11:01 PM eastern and 12 am eastern your time will carry over into the morning and you will go back on the clock beginning at 8 am.
eg. It is 11:34 PM and I am On the clock, I am allowed to pick no later than 8:34 Am on the following day
4. You must PM the GM picking next informing him that you have made your pick and it is now his or her turn to pick. The penalty for failing is you being a dick, and everyone hating you. If it happens enough I'll scream at you through PM for being a dick. Worst case scenario you will be kicked.
5. If in the event you miss your pick by taking longer than your 1 hour limit, the next GM will be allowed to conduct his pick and the draft will resume. You will how ever be allowed to make your selection still at any point of time that you return to make your pick even if someone else is on the clock.
6. If you make a mistake and pick a player who is already taken the draft will resume and that GM will have to select a new player when he or she is made aware of the invalid pick. That GM will then be allowed to make his new selection at any time. It will be my responsibility to spot any illegal picks, so any issues that arise because of this can be blamed on me. This is not to say that you guys cannot point them out, I would be grateful if you did
7. It is up to you as the GM to watch the time that the previous GM makes his pick because once he makes his pick you have 1 hour to make your pick from the time posted of the previous GM's pick.
*I strongly recomend that if your not frequently on here you get an assistant GM or leave your pick preferences with someone you know to select for you.*
8. Once the draft is concluded the 30 teams rosters will go into a new judging thread. I haven’t decided yet on how judging will work, I would be open to suggestions. We could do a vote by committee from GM’s who participated, or I will find 3 different judges, reputable posters or moderator who post on the main NHL Hockey Talk forum. It will not be someone who frequents the leaf board as they may be biased.
9. IMPORTANT NOTICE THAT THIS IS STILL JUST A GAME, AND YOU ARE STILL EXPECTED TO FOLLOW HFBOARDS RULES. In the past, moderators have given us some slack, but don’t abuse it.
10. GM's who pick back-to-back only have 1 hour to pick as if they had only 1 pick. You should know when you pick, you might as well make them both.
11. There is no salary cap.
Trades:
All trades must be announced by all the GM's involved in a trade in the draft trade thread for the trade to be official.
1. TRADES MUST HAVE EQUAL AMOUNT OF ASSETS GOING TO BOTH SIDE. Eg. 1 for 1, or 3 players/picks for 3 players/picks
2. There will be no free agency until after the draft where you can drop players after the draft, to replace them with the ones that are available. First come first serve basis, you can post your pick-ups/drops in the draft thread.
3. A trade must be posted by a GM in the trade thread and confirmed by the other GM within 8 hours of posting. If the trade is not confirmed within 8 hours, the players/picks involved in the trade will go back to their original teams. If the other GM was not around for the 8 hours, the trade can be posted again and then confirmed. Please note: An AGM cannot post trades or confirm trades. They are free to negotiate trades and make pick selections, but the trade call must be made by the poster who is listed as the GM.
4. Once your pick is OTC, you can no longer make a trade involving that pick.
THIS NEEDS TO CLARIFIED
The rules state that you cannot trade a pick once OTC. If you are just finished negotiations and you end up OTC you can still complete your trade. You just can't negotiate your trade anymore. So your trade should be posted within 5-10 mins of your pick becoming OTC.
Draft-and-trades will not be allowed
People are trying to bypass the rules by picking a player for a team and then trading that player for the pick package. Therefore I will have to add this to the rule: You can't draft a player and trade him within 24 hours. (until the draft is complete of course)
We want to keep the draft moving, if you're online just make your pick
Additional Rules:
1. In the event that a GM decides to quit in the middle of the draft and a new GM can be hired for that team
2. After the draft begins any rule changes or additions will be done through a poll amongst the board of governors (All GM's) and Judges. This will avoid any body being upset of a necessary rule change if need be. Majority rules. I am hopping we don't have to do this but I feel it is good to have some sort of documentation of how to handle a situation should it a rise that we must change something on the fly.
3. If a GM misses a pick and his next pick is now due he or she doesn't get 1 hour to pick and the GM in the next slot can make his pick. The GM who has missed the picks can make his or her selections at any time when he or she returns.
4. If a GM does not post in the trade/discussion/draft thread for 36 hours, assuming they had at least one pick in that 36 hours, they will be kicked from the game. This will keep the game going and will ensure that a new GM is not left with a completely awful team.
Judging:
The judging will be based upon the present ability of all current NHL players and not future potential. The team will be judged on its ability to win the cup as of now. The judges will take careful considerations of all strengths and weaknesses of the teams and together decide who wins the Lord Stanley. To make it simple, injuries do play a factor in the judging. If a player was good 3 years ago, but has missed the majority of the past seasons, it will likely be reflected in the judging. If player has had 1 bad year but is considered outside the norm, then they are viewed for their previous work.
*This is not a keeper draft so I wouldn't recommend loading up on all rookies*
Veto of Trades:
In the event a trade is made that causes public outcry because it is very unfair, I will deem if the trade is veto worthy or not. No questions asked.
*The following is not an official rule, but rather a courtesy*
Please refrain from posting the same rumour multiple times per day. The discussion thread is very useful in that it allows GM’s to post who they are willing to trade, but if you post on Monday at 10am that Thomas Vanek is available, and by Tuesday at 2pm he is still not traded, we understand he is still available, you do not need to remind us. Please minimize spamming, and keep posts about the same player to 1, MAXIMUM 2, per day.
* Remember the purpose of this draft is to build a team that is the most capable to win the Stanley Cup, assuming that your team qualifies for the playoffs *
