Speculation: 14 day quarantine & Salary Cap

With so many teams in a Cap Crunch, Just curious, if a Canadian team makes a trade with a US team, the player must quarantine for 14 days. Does the Canadian team incur the cap hit immediately when the deal is official? Or not until the quarantine period is over?

Is that what the taxi squad was for? Before it became a cap circumvention thing I mean.

Stalock is on IR, but it's from his previous heart condition rather than quarantine, I believe. While in quarantine, players count towards the salary cap, but are not considered part of the active roster.
