Where would you rather be stuck in? (The Division vs GR Wildlands)

I'm a big fan of these Ubisoft games. This just got me thinking. The Division's version of Manhattan and the Santa Blanca territory in Bolivia in Wildlands. Both places are ****ed up but which place would you find it "easier" to survive?
