When did the hand pass in the D-Zone rule come about?

Off the top of my head I don't know the exact year but my best recollection would suggest that it was likely in the range of around 15 years ago... Maybe 10, but I think closer to 15...

I've known about it probably as long as I've played hockey...which puts it early 90s...either way, I can't stand it when the other team *****es and complains about a hand pass in the defensive zone...it's allowed idiots...learn the rules!
