I really don’t think it’s a “hive mind” approach. It’s Waddell and Tulsky, and Dundon says “sure, I’ll allow that, but you have to tell me why.”

And if he’s not convinced, it doesn’t happen.

Which I’m quite certain happens in pretty much every other city, except Tulsky might be the team President or some other title.


But the Borg does sound cool.

I've always gotten the impression Rod also has a big voice in things. And I'm sure others weigh in in different areas.
