Apparently the officials found indisputable evidence that Syracuse did not make a first down at the marker out of bounds with 3 other players in the area after Syracuse snapped the ball with Miami players in their backfield whilst the coach was allegedly calling a timeout after flags were thrown for offsides and an official timeout.
