In an IAAF statement, Lord Coe described the information in the Wada report as "alarming" and said he would seek approval from the governing body's council members to consider sanctions against the Russian athletics federation (Araf), which could include suspension

Identified the intentional and malicious destruction of more than 1,400 samples by Moscow laboratory officials after receiving written notification from Wada to preserve target samples.

And no one in North America cares...since doping rules in all the professional leagues.

Some one check Jamaica.. but they can't. Usain bolt and all.. But their program is simply too good, they had all the top 100m runners at some point... all.. from Jamaica.. it wasn't even a that big country in 100m before.

Jamaica seems like ideal place for system doping.. just 2cnts though.

North American athletes are doped to the grills too...

Yet they're very open about athletes that get caught (Armstrong, Jones). Russia's situation is more a state run thing again, several of their athletes had to drop out of this year's IIAF World Championships due to being banned or fear of getting banned.

The leader of track's governing body told a lawyer he'd need to cut a deal with Russian President Vladimir Putin to ensure nine Russian athletes accused of doping wouldn't compete at the 2013 world championships in Moscow, according to a new World Anti-Doping Agency report on the scandal that reached the top of the sport and country.

Russian athletics are not to be re-instated at this point, progress have been made but that have not been enough. "significant work is still to be done."

Decision on Russian athletics participation in Rio Olympics will be decided in May.

Lots of banned leaders are still working with athletes, offering banned substances and etc.

A few other Countries were also warned by IAAF; *edit. Ethiopia, Morocco, Ukraine, Kenya and Belarus .
