Rumor: Vladimir Tkachev fielding several NHL offers

NYR have been linked to the small one a long time.
Only because NYR invited him to their training camp but he couldn't get his permits sorted in time so he never came.

He has dropped off a fair bit over the last couple of seasons. He was on a bad team but didnt really stand out.

So which one did the Oilers try to sign when they couldn't? This guy? Or the other guy?

They tried to sign this Tkachev ('95 smaller winger).

For those who don't remember that episode: The Oilers tried to sign Tkachev in 2014 but the NHL rejected the deal since the team/agent misread the eligibility rules. There's a window to sign undrafted guys who have remaining draft eligibility as free agents, but they have to have played an entire draft season in North America.

For example, Sergei Tolchinsky went undrafted in 2013 but was able to be signed by Carolina as a free agent since Tolchinsky played all of 2012-13 in the OHL. Tkachev went undrafted in 2014, but had split the season between the KHL/MHL/QMJHL. The Oilers thought that since he played in the QMJHL that he was eligible to be signed, but the CBA states otherwise.
