Why don't they just rank the GMs based on the team's winning percentage? That'd be simpler than trying to analyze past development and future prospects
2 way street.
That doesn't mean that Chevy shouldn't rank 8th but my guess would be closer to the middle of the pack.
Because that's unfair to all the rebuilding teams. You can't say they're crap GM's just because their team is in a rebuild, makes so sense.
He would have placed higher if not for the team being horrible.

because you're essentially evaluating what the current GM inherited from his predecessor, who was clearly fired for a reason.
use Mark Scheifele as a measureing stick. drafted, 2 years in jr, 1 year in the NHL to develop, and 1 year to really see how good he is. year 5 is where we expect him to shine.
so that's 1 draft year. 12 forwards, 6 D, 1 starting goalie.
you have to cycle through those players to see what a GM's about.
so you can argue that Chevy in his first 3 years was just tweaking the Atlanta line-up.
(but you can argue that 2015-16 was the most Chevy of line-ups and we ended up with the 2nd overall pick, so perhaps things aren't trending up).
if the Jets don't make the playoffs this year, i do think that Chevy should be dismissed.

Although I'm not Chevy's biggest fan your comment IF we continue upwards is on the mark.
This year must at show signs of some improvement or development otherwise we have just spun our tires for the last 5 seasons.
