something like this crossed my mind the other day.

What if the NHL introduced this to the next World Cup? After the teams have been named, "Team Snubbed" can pick from any player in the world, including 23 and under.

There is clearly enough talent left over that you could built a decent underdog team that comes in with a chip on their shoulder. Could make for some really entertaining hockey.
