It's not a problem to play in arena with low capacity if a team insures plans to build a bigger venue (10+k at least).

In Western/Northern Europe that's easier said than done. Building permissions, communal councils etc. Just take a look at how long it's taking for the new arena in Tampere. One does not simply bribe officials over here to build anything big fast.

I am driving through a mess of a road every day in Solna - they are putting down the tracks for a street car - on the only from this neighborhood, and one of the busiest roads leading to downtown Stockholm - and this has been going for 3 years. You pass by at 3PM - nobody is working, everybody is home already. No work on the weekends. While all the locals are suffering.

It's beyond councils, bribing, or rationality now. In the time that it takes to build one interchange in Sweden, they build tweo cities in China.
