What is the best Roster on paper, place each year in order from best to worst. I have included the lines used at these events (Confident on the 1998 and 2002 lines but not 100% sure on the 2006 and 2010 lines).

Sergei Fedorov, Alexander Mogilny and Sergei Zubov turned down offers to play for the national team. Interestingly the 2004 World Cup of Hockey (meaningless exhibition tournament) had Khabibulin, Sergei Fedorov, Alexei Zhamnov and Danny Markov, Zubov refuse to participate because Larionov was blocked in his attempt to run the Russian entry for the 2004 World Cup.
