Not sure how many Romanian posters there are on here, or who have knowledge of this league.

This small league seems to be quite imbalanced. There are 2 really good teams, 4 middle of the pack, and the bottom 2 teams seem like they don't belong. The last place teams is 0-17, and look at their GF/GA and some of the scores of their games. They are losing games 25-1, 23-1, 14-0, 20-3

I was just curious if anyone had any insight on this, as it sure seems extreme, if not unfair.

In a way the more clubs there are the better as some kid might get a chance to excel. They might be new clubs. You have to bear in mind the disastrous state of sport post Ceaucescu barring association football. No money, huge decline in player numbers and results. You see that with the Carpathian Oaks the rugby team and the gymnastics. Taking an analogy with rugby there are some strong clubs now, some middling and a lot of weak ones but often teams that are being resurrected. Perhaps the situation is similar in ice hockey. They were a lot stronger before 1990.

It's only a secondary competition to the top pro teams so of course they're going to destroy their largely amateur opposition. They have guys with NHL experience playing against students. But you also don't want a situation where the best Romanian clubs with decent resources play exclusively in the Hungarian league, already for political reasons.
