Redline and role of defenceman

The horrenous number of quality defencemen in "Chara's generation" compared to the riches of young defencemen patrolling the league at the moment that was mentioned in the thread about future HHOF classes got me thinking:

Do you think that changes in rules in after the big lockout (removal of red line, temporary removal of obstruction) change the game from defencemen's point of view so fundamentally that the players that have grown into that role from the beginning are having an advantage, allowing them to parse together a great career starting from atypically young age for defencemen?

Or was it really so that the mantra of you cannot teach size resulted favoring players with so lacking fundamentals that the current generation of elder defencemen just is rather poor collection of players?
