There is not a shred of evidence suggesting the Isles would do this, and I can't see this being a tool Garth would use, as he has never supported the concept. At least, not out loud.

Another thing to keep in mind is that you don't offer sheet a team like the Rags who will max payroll anyone they wish too. Sure they are close to the max now, but all they have to do is dangle another turd contract in front of Montreal and viola, insta-cap space. Then they offer sheet someone who matters to us, and with a tidal wave of youth headed our way that is a bad thing to beg.
