Klimchuk does not need to sign a PTO, he can simply be re-assigned by the Flames as his junior season is done. Unlike Kulak the Flames don't even have to give Klimchuk a choice.

I realized Klimchuk has already signed his entry-level contract, but I've always thought the one rule in the AHL is that you can't have players under 20 unless they are drafted outside of CHL.

Once a CHL players season is finished they can be assigned to the AHL. The rule is only in place so that teams can't take talent from the CHL clubs, so once their year is done they can play anywhere.
