The Nylander and Dubas waiting for the other to blink and then suddenly another GM caves and makes the offer sheet out of nowhere.
Or Nylander looks over the Leafs offer then opens the envelope with the offer sheet from another team, signs it and sends it in to ensure he gets paid and plays this year for the Leafs or the other team.
What teams have 8 million of cap space to make an offer sheet

Quite the opposite. The offers will be the worst at the deadline because he cannot play but much better for the Leafs at the draft when every team can work their cap issues and actually have the player play.

Who would pay Nylander money this year to not play?

Any team not in the playoffs looking to acquire a high quality asset. Including teams with quality player assets of their own to offer to the Leafs playoff run....these teams are normally involved as deadline sellers, is it harder to include Nylander as an asset in such negotiations? Including not paying him...because once Willie runs through Dec 1, he has greatly reduced leverage to be paid for 2018-19.
