Prevention is so tough.
A better way to prevent these things is making the "headshot" rule more concise, so referees can undoubtedly understand what isn't and what is. It is clear the majority of the stripes do not have a clear definition of the rule in their head before puck drop.
If players continue to check by thrusting upward towards the head, then I doubt there will be any change in the amount of concussions sustained. Like Abdelkater on Barkov.
