Just wondering about the rule regarding line changes on icing calls. I've seen where the offending team is not allowed to change players in the event of an icing call (sometimes they try to switch up some players but the referee does not allow it), but I've seen other cases where a referee specifically addresses the offending team's bench advising them they can change their players.
Looking for clarification on why the referee sometimes does not allow line changes, but on other occasions they do allow line changes?
