they can, but they rarely get in the way of a promotion unless the guy is a GM in waiting or the interviewing team is in the division.

Of course, but you almost never see that happen unless a guy is literally a season or two--max--away from getting promoted within his current organization. If someone wants to interview him for a GM job in the next couple years the Rangers almost certainly oblige.
