What I think the best 32 team alignment would be:
New teams: KC, Houston (most likely big markets that haven't been tapped)
Pacific Division:
Anaheim
Calgary
Colorado
Edmonton
Los Angeles
Phoenix
San Jose
Vancouver
Central Division:
Chicago
Dallas
Detroit
Houston
Kansas City
Minnesota
Nashville
St. Louis
Southeast Division:
Atlanta
Carolina
Columbus
Florida
Philadelphia
Pittsburgh
Tampa Bay
Washington
Northeast Division:
Boston
Buffalo
Montreal
New Jersey
New York Islanders
New York Rangers
Ottawa
Toronto
As much as people seem to want to see the Jets/Nordiques/Whalers come back, they're not gonna come back, and the most likely destinations for new teams are in KC and Houston, since KC is making a new stadium with the intent of luring an NHL team, and Houston is a large city in a big state with only 1 hockey team, and another logical area. I'm gonna assume, for the sake of argument, that Pittsburgh is gonna stay, because I don't see them moving anywhere. Also, this does not incorporate "history", because, quite honestly, the NHL should be about new rivalries, not remaking old ones from 20-100 years ago.
