We are opening this thread little earlier so people can enter this now and maybe get something else to focus on besides firing and trading everybody. We need 31 total GMs with Vegas being in the fold.

Please read the whole post. It's long but important as there have been some significant changes from last year. Including but not limited to expansion draft, designated offer sheet period, all upcoming UFAs entering the UFA bidding.

This mock offseason won't start until the regular season is over, at earliest.

For purposes of this mock, all salary, cap hit and clauses information, unless otherwise noted, will follow the ones shown at https://www.capfriendly.com/.

It's preferable to you can visit here at least once a day. Not absolutely necessary on some days but on some others it's preferable if you can be here many times during the course of the day. Going off of last year, it looks like this should go for 5-6 weeks.

However, as we'd like to fill all 31 spots and this mock can last at least 5 weeks, it's not absolutely necessary that GM is present here for the whole period. GM can ask someone else to handle, for example, the draft or RFA-signings for him/her as he/she can't be here during that time but will otherwise be active (we all obviously have lives outside of this forum, I know there will be small spots I’ll be busy as well, but the more active the better to keep the game interesting.

At this point in time it looks like we’ll be using CapFriendly’s Armchair GM to keep track of our rosters, which looks very easy to use and will be a lot easier to keep track of our roster spots and our cap situation. The program is free to use, though you will need to register an account publish your roster. It keeps track of pretty much everything we need and things like buyouts are just drag and drop. Please familiarize yourselves with the program if you haven’t yet. When we select our teams the only information you need to put in your first post in the thread is the link to your Armchair GM teams, your expansion protection list, and your trade block/needs list.


Salary cap is set at 73 million as it was last year. Under no circumstances, can team do a transaction that will go over it. Please keep this in mind as any trades/signings causing your team to go over will be automatically rejected. Due to upcoming UFAs making it straight to UFA and no one having their rights, teams can be under the cap floor of 57 million; but every team has to be over it by the time waivers are done. Teams will be required to adhere to the 50 contract maximum. A minimum of 20 (at least 12F, 6D, 2G) and maximum of 23 player NHL rosters are required.

Any player or their rights can be traded and picks can be traded between GMs, including compensation picks (more on them later) except for players who signed an offer sheet (whether matched or not) nor can any trades happen between real teams before the expansion draft is over. Signed UFAs can't be traded either. Teams only own draft picks for 2017. For purposes of this mock, teams don't have any picks 2018 or later and they can't be traded, save for compensation picks.

Mock Admins

This year we will use a select few admins for determining RFA and UFA signings within the thread. After much debate, it was decided that this would be easier to do instead of a contract committee or player agents.
Admins are: forsbergavs32, AslanRH, CongoJack, Henchman24, Tigervixxxen (draft only), CobraAcesS and UncleRisto

Team Selection

To determine the team selection order, we will randomize everyone using a random number generator for 29 of the 31 teams (more on the other 2 teams below). Once the order is determined teams can be selected. I won’t put an exact time frame on this but it should be knocked out fairly quickly so keep an eye on your PMs. If you would like a random team selected, please let us know prior to your turn so we can quickly get you a team.
Colorado Avalanche and Las Vegas Golden Knights selection
For these 2 teams, we would like GMs who will be active and take a good amount of care to make them do well. Prior to the start of team selection, we will determine who will get these teams (probably by random selection of those who are interested in them). PLEASE PLEASE PLEASE be sure you are going to be an active GM if you want your name thrown into the hat for Vegas or Colorado, obviously as mostly Avs fans we want to see someone work on the Avs a lot and with Vegas being the expansion team this year we want them to be active and making the team as good as possible.

Expansion draft

Here are the rules:

Protected Lists
* Clubs will have two options for players they wish to protect in the Expansion Draft:
a) Seven forwards, three defensemen and one goaltender
b) Eight skaters (forwards/defensemen) and one goaltender
* All players who have currently effective and continuing "No Movement" clauses at the time of the Expansion Draft (and who to decline to waive such clauses) must be protected (and will be counted toward their club's applicable protection limits).

* All first- and second-year professionals, as well as all unsigned draft choices, will be exempt from selection (and will not be counted toward their club's applicable protection limits).

Player Exposure Requirements
* All Clubs must meet the following minimum requirements regarding players exposed for selection in the Expansion Draft:
i) One defenseman who is a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.
ii) Two forwards who are a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.
iii) One goaltender who is under contract in 2017-18 or will be a restricted free agent at the expiration of his current contract immediately prior to 2017-18. If the club elects to make a restricted free agent goaltender available in order to meet this requirement, that goaltender must have received his qualifying offer prior to the submission of the club's protected list.
* Players with potential career-ending injuries who have missed more than the previous 60 consecutive games (or who otherwise have been confirmed to have a career-threatening injury) may not be used to satisfy a club's player exposure requirements, unless approval is received from the NHL. Such players also may be deemed exempt from selection by the League.

Regulations Relating to Expansion Franchise
* The Las Vegas franchise must select one player from each presently existing club for a total of 30 players (not including additional players who may be acquired as the result of violations of the Expansion Draft rules).
* The Las Vegas franchise must select the following number of players at each position: 14 forwards, nine defensemen and three goaltenders.
* The Las Vegas franchise must select a minimum of 20 players who are under contract for the 2017-18 season.
* The Las Vegas franchise must select players with an aggregate Expansion Draft value that is between 60-100% of the prior season's upper limit for the salary cap.
* The Las Vegas franchise may not buy out any of the players selected in the Expansion Draft earlier than the summer following is first season.
The expansion draft will be done through cap friendly

NOTE: No trades will be permitted before the expansion draft is completed, with the exception being trades with Las Vegas Golden Knights regarding compensation picks for not selecting a certain player.

Entry Draft

The mock draft will follow the actual list of picks on capfriendly as of the start of the mock. The exception to that will be the lottery picks since we will likely be in the middle of the draft by the time the actual draft lottery is held, so that will be done on a draft lottery simulator.

There will be a time frame available to make your pick, if you cannot make the pick in that time frame, a player will be selected for you ( highest ranked North American skater available by central scouting). We all know that people sleep, so there will be a tad bit of leeway overnight. Now obviously everybody can't take the max limit of hours or we would never finish, so please pick as soon as you are ready. For any traded picks during the draft, the clock will not reset. Time frame is five hours for 1st round picks. Three hours for 2nd and two hours for 3rd round picks. Only one hour for all picks after that. This is open to changes, depending how fast or slow the draft goes and is pretty much guaranteed to change at some point so watch out for that. If your pick goes auto-mock, player will be selected for you, every pick after that will also go auto-mock unless you announce that you will make your next pick. This is done to speed up the draft process, especially in later rounds. The draft clock ticks between 7AM and 10PM MDT (if your pick is up around 10pm and you want to make your pick during the overnight hours that’s fine, just make sure you also PM the next person so they can make their pick in the morning when the clock resumes). You are allowed to make your pick outside that time frame and it's advisable if you can do it.

If you can't make your pick in time, it's ok, it happens as we all have work/school/life events. If you know you can't make your pick in time, PM me, Congo Jack, or AslanRH with a list of players you'd like to take there (assuming they are still available, otherwise we'll go with next CS NA player). Or you could leave that pick just to be chosen by someone else who agrees to do it for you. The more comprehensive list (in order of preference) you give, the better chance you get one of your players as many of them might be gone by the time your pick is gone. Obviously if there's only one pick between you, only 2 player list is necessary etc.

After you've made your pick, always, ALWAYS, PM the next poster that his/her turn is up. If previous poster didn't PM you and your pick was auto-picked, we can allow you to re-pick if the player you wanted hasn't been taken. Assuming you announce this pretty close to your draft pick position, not something like 20 picks later.

I'll update the draft post with the picks as best I can and try to give info on OP on where the draft is going (mid-1st, early 4th etc.) but I can’t monitor things 24/7 so check the final pages of the thread. Make sure your spelling is correct with the your draft pick names. To make sure, search for the thread on the player name you're going to pick to make sure the player hasn't already been taken. If you pick a player that has been taken already, please correct it ASAP as to keep things as organized as possible.

Full draft list will be up in the post after the regular season is over.


Making offers for players, RFA, UFA, ELC

RFA re-signings

Teams post their offers to RFAs within the thread during the RFA signing period. In some cases it might be long-term contract, in some cases it might be just qualifying the player. In a case team qualifies a player, but the player agents think the player wouldn't accept the offer, the team would maintain the players rights but player remains unsigned. As the offer sheet period is already over, player can't be offer sheeted.

RFAs don't obviously have to be qualified. Unqualified RFAs would become UFAs. Capfriendly also has qualifying offer calculator.

RFA re-signing period lasts 24 hours. RFAs can also be re-signed during the draft (send PM to me, don't post them in the thread unless it’s during the re-sign phase) or before UFA starts. If not signed before UFA starts, they will not be signed during this mock.
Signing to players to ELC does not need to be approved, just needs to be done during the re-sign phase or UFA phase. If the player isn’t found on capfriendly you can create that player and sign them to an ELC (Tyson Jost, Nolan Patrick, etc…).

Unrestricted Free Agency

Free Agency will work as follows. All Unrestricted Free Agents will be available via a draft system. Draft order will be set by a random generated list using a random number generator, this was a team like Chicago could end up having a shot at a top UFA if they are looking to sign one. This draft will also use a snake draft format. Las Vegas will be guaranteed third selection in the UFA draft. Each team will "draft" one UFA per turn and must post their reasonable market offer contract to the UFA upon selecting. The mock admins will make any objection on contract offer that they deem necessary and the team must submit a revised and approved contract offer prior to making a subsequent selection. Teams may trade UFA draft picks just as they can trade entry draft picks however there will not be a set number of rounds for this draft, it will continue in order until all signings desired are satisfied, so trading later round UFA draft picks might not be guaranteed. Please post if you are no longer interested in making UFA draft picks, that way we can remove your team from the draft order. Once you let us know you’re done there is no getting back in if you decide you want to sign someone else so be sure you are completely finished selecting players. There is no requirement to make any number or any at all. If any team signs a pending UFA to an extension or signs an ELC in real life during the mock, the mock team has right of first refusal to honor the signing. Real life interest in signing with a certain team (i.e. Shattenkirk to NYR) will not be taken into account for the purposes of this mock, if the offer is reasonable market value according to the mock admins it will be accepted.

Unsigned draft prospects

Unsigned draftees don't need approvals, they can be just signed save for few possible exceptions (like Vesey). 2014 drafted CHL players need to be signed or their rights will be lost. Same with college players who were drafted 2012. They can be signed at the same time as we'll do our RFA re-signings. If not signed, those players will re-enter the draft and are eligible to be drafted. Only 1st round picks can get compensation pick and all others are not eligible for a compensation pick.

Buy-out period

Buy-out period will start after the entry draft, will last 24 hours, after which the free agency starts. This is the only time a player can be bought out. Buy-outs will follow the rules of current CBA unless otherwise noted. The is a space on the Armchair GM edit page that you can drag players to in order to buy them out.

Bought out players will be free agents and eligible to be signed by every team except for the one that bought him out. Maximum three players bought out by a team

Depending on time constraints, buy-out period could be done simultaneously with remaining RFA re-signings.

Waivers

Teams can still make trades for 24 hours after UFA is over if needed.

Waivers will be done after UFA to finish off rosters. More information on waivers can be found on the following link. Capfriendly should also have waiver information on every player. If those aren't clear enough, ask, and you shall receive information on player's waiver statuses.

Waivers will follow reverse regular season standings, with the exception that Las Vegas gets to pick first.

As the waivers start, no trades or signings are allowed anymore. Teams post their NHL rosters and waiver eligible players not in them will be waived. Teams can't claim players if they have 23 players on the roster or if they don't have the cap space. All players will be waived at the same time. Time to put a claim on player(s) is 12 hours.


After waivers, mock is over and all rosters are done.

Some additional rules

Any transaction can be rejected if there isn't a reason to believe that it could actually happen (with these mock rules). Other players in the top 5-7 could go first overall, unranked prospects no one has ever hear of could not. Evgeni Malkin could be traded for kings ransom. Evgeni Malkin couldn't not be traded for a 6th round pick. Avs/Yotes could blow it up. Hawks/Caps could not. And so on.

Players who are guaranteed or basically guaranteed to not play anymore are excluded for all purposes in this mock unless otherwise noted. These players include: Franzen, Pronger, Robidas, Clowe, Horton, Dupuis, Ohlund, Savard.

If you have player on your roster who won't play anymore per a legit source, please let us know and we can expand the list.

Unless noted otherwise, we'll follow the rules of the current NHL CBA.

Average Goalie

Seriously I think a team like that could beat our current team assuming the coach is also at least average. Failing that possibility, it'd be nice if they sent back whomever we draft in 2017 back to junior after maybe a 9 game trial. I don't think that player is ready for our squad right now nor do I want him near it.

Thats definitely true. Its a bit early to try to set it up, I mainly wanted to gauge interest and then see about getting him back (im also willing to help him as much as possible to make this happen this year)

Well, half our trades were always the kind where Pierre Dorion would tell the media GMs are trying to fleece him.

Whoever gets the Avs I'll be interested to see what they do. I don't want that mess. And I hope whoever takes it isn't just going to trade everything not nailed down and yolo it. Like I hope IC can take the Avs and we can see how much better someone smart on the Internet is better than what we have. Also will be interesting to see how expansion goes with much more clarity and closer to what teams really will have to work with.

Whatever team I take I want to try not going ham like I did with the sharks last year. I certainly want to make trades (since that's a big part of the game) but I want to be smarter with it this year.

I was thinking about that myself, but I think that would make it less likely for people to want to participate like say someone gets stuck with a no depth team like Vancouver then they may just say screw it and quit.
