Some teams set a budget (well below cap) and stick to it. Others find themselves in cap hell due to injuries and/or bad/buried contracts/performance, buyouts.
Some GMs are more reactionary. Others have a 5 year play and 10 year plan about when/if they think they plan to re-sign their own guys and/or go after significant UFAs.
This is one of the downsides to LTIR that many fans don't consider. For example with Horton and the Leafs. Yes they receive relief in season but ultimately those dollars count to the cap pushing them to the limit.
Forcing their performance bonuses to carry over and take cap space from the following season right out of the gate.
