I think this was phrased well and intentionally. It's not a suggestion to end LTIR it is a suggestion to not be allowed to have a team on the ice that makes more money than the salary cap. I believe the issue and complaint is specific to the playoffs. Where indeed you can ice a team well over the cap.Again there are already penalties in places for having a higher cap hit than the cap allows for the ACTIVE player list. And if someone comes off the LTIR they CAN NOT be reactive unless they have enough cap space for it.
NHL will never tell a team you can't play if they are over the cap they just penalize ya for it.

Which is perfectly legal when you build a roster within the rules of the salary cap by saving cap space for it.
