Yes, Zadorov answer's his own question of "what is a rebuild" correctly. Ottawa is in a rebuild. They just sold off all their best players on expiring contracts and don't really have a star player. Colorado somewhat did the same thing a few years ago. Just not to the extreme and it was less of a tire fire.
