If its the latter i'd be disappointed if Stan Chistov and Joffrey Lupul were left off but I think Lupul will make it regardless.

I'm pretty sure that the elligibility rule is that the player must be on their first NHL contract. So if they've played in the NHL while under a contract different than the one their on, then they're not allowed.

Either way, its done pretty stupidly.
