They're already coming out with a new CW Tag title, and the North America NXT title. Why have a CW tag title, but not a Women's tag title?

Of course they do. They have like.. 45 minutes of TV a week plus maybe a match on RAW, sometimes? Oh and usually a match on Superstars which is watched by about 12 people.

Maybe but they have been adding guys from NXT and that roster for a 1 hour a week show was actually pretty big to begin with. The problem with the woman is that they are split between shows. If all of the woman were on one show you might be able to get away with a tag title.
