This game should be for automatic relegation for the loser. 9th would take on the winner of the two division one winners. With belarus and germany coming back i see no need to automatically relegate two teams, that is how we get some of these horrible games. Iknow its timing for almost all the countries in the 9-18 bracket but Germany seems to be reasonably competitive no matter what and Belarus has thrown some considerable talent on the ice lately. Someone mentioned that Ukraine is made up of many who were relegated to the under 18 Div 2 level. That is bad bad bad.
