It depends more on if their playoff success entices certain players to resign, rather than how successful they are in the playoffs. Unless they win the cup, that is.

Huge catch with rebuilding is rushing makes you plateau in average tier limbo, and taking too long allows player dissatisfied with losing walk in free agency, request trades, or destroy your cap space once they reach a certain age. There is a legitimate arguement to stay competitive to keep core peices around, or available players.

CBJ had a situation where their team was at its peak. Even if you’re just a bubble team you should go for it then.

Probably not. Most GMs are more risk averse than Jarmo is.
What is the risk though? They're basically missing out one draft year and lost a couple low-tire players, who cares. What are the odds of drafting Panarin, Duchene and Bob level players with late-round picks in the near future? Slim. The only 'risk' in this is that it draws attention so you need to be able to handle people talking about you. In the end the cup is the only thing that matters. No one will remember the years of mediocrity you were able to achieve by playing it safe
