Need a timestamp.
It's right at the end.

Anyway, it's a safety because the football has to completely clear the goal line for it to be considered in the field of play. Similar to how the nose of the ball only has to touch the line for the offense to score a touchdown, the ball is not considered out of the endzone unless the entire ball is beyond the line. It looked pretty clear to me that when the QB was contacted the ball was on the goal line, which would be a safety.

I'm not saying you're wrong, it probably was on the goal line, but it wasn't SUPER clear and none of the officials were in a good position to make the call. I'm shocked the Bengals just walked off the field rather than make a huge deal about it, given it's a total guess by the line judges.

I think the key is he pulls the ball back to throw (or to brace himself) before contact is made. It's definitely super close (and very possibly out of the end zone) as he completes the drop back and plants, but you don't get forward progress if you bring the ball back voluntarily, and I think whether in reaction to the defender coming or because he had a thought to throw he cocked the ball back before he got hit. The automatic review was still in place for scoring plays in 2013, so I guess the Bengals assumed it was looked at and deemed irreversible, if not confirmed. It looks like the balls parallel to his back foot (which is on the line) when he does get contacted.
