Why is scoring so high in the QMJHL compared to other junior leagues?

The OHL/WHL traditionally have lower scoring and more NHLers making it. Is it the style of play? In that case, why would teams willingly play a style that allows fewer of its players to succeed, and which doesn't translate well into the professional game? Are there more penalties being handed out in QMJHL games? What gives?

The total goals scored per team in the 3 leagues differ by roughly 1 goal this season. OHL is the lowest, with 238.3 goals scored on average. WHL with 238.45. QMJHL with ~239.3.

I didn't double check my numbers, but I think it's accurate.

I think the league has a bigger spread between the good and weaker teams. The qmjhl has a bunch of factors the OHL & WHL don't have to deal with so I don't know if you can directly compare the Q to the other two leagues.
