The OP seems to be stuck in a timewarp. 1,000 points is no longer the benchmark for induction. If you're looking for career statistical benchmarks, they seem to be 700 goals (Andreychuk and Ciccarelli topped 600 and neither will probably get inducted), 1,000 assists (Oates isn't in yet, but he will get there) and 1,500 points (Mark Recchi will create debate over that one should he reach that total).
Now, 1,000 points for a defenceman is impressive. But it isn't a guarantee for a defenceman. Especially a defenceman like Housley.
Even with the stats-based voting system for all-star teams, Housley has one second-team birth. That's not good enough. Gonchar, DesJardins and Boyle have two. Granted, the top-end for defencemen was higher when Housley played than when Gonchar and Boyle got their all-star nods, but a guy with Housley's numbers should have more than one all-star birth. And that really illustrates his pourous defensive play.
I think Suter's a better defenceman. You could play Suter in any situation. You could play him on the top-pairing in any situation. He could do it all, and do it at a high level. He didn't have Housley's longevity, but at his best, he was better than Housley's best, and Suter maintained that peak for quite a few seasons.
