In order for them to reach the Cap floor they will have to take on at least a few bad contracts I would imagine. Taking Carle might actually be a simple solution to it as they would only have to swallow it for a couple of seasons. So there is a possibility.

An expansion hasn't happened in the salary cap era. A new team would have to intentionally add bad contracts to get above the floor.

Also the expansion isn't going to be until at least 2017-18 season.

Pretty sure there would be a rule that expansion teams do not have to be above the floor for the forst ~1-3 seasons.
