So the story goes he saw McGwire/Sosa boom in 98 and basically said "I'm better than them and they're overshadowing me, so I'm gonna start using too to level the playing field" and started using in 99. Then steroids were basically out of the game by 03-04ish.
Either way it doesn't matter, the guy was still great and steroids aren't magic pills just another "PED" people were using to gain a competitive edge, its a tall as old as time. Greenies, Amphetamines, doctored balls, corked bats (which is scientifically proven not to help), the list goes on. The greats still were great and Bobby Estallela and Larry Bigbie were still Bobby Esallela and Larry Bigbie.
