WHL Fall Camp Invites 2021/22

For players who were not drafted or not on a teams protected list, can they receive a WHL fall camp invite? If so when do teams start sending out invites and is there time frame for which they need to sent? Example: Invites sent out before end of month. June lets say. If anyone has this type of information that would be great.
