FYI it's hilarious that no one is mentioning the fact that Toronto FC are by far the most highly valued sports teams, in the MLS directly because they exist in such an obvious sports vacuum.
Forbes says you are wrong.

Atlanta United lead the way in Forbes' annual MLS team valuations

Top 5 - 2018 Forbes list of Most Valuable MLS Teams:
  1. Atlanta United, $330 million
  2. LA Galaxy, $320 million
  3. Seattle Sounders, $310 million
  4. LAFC, $305 million
  5. Toronto FC $290 million

Not a city, but Texas could support another team, in one of their major cities, probably Houston. Right now the Stars are the only team representing the biggest mainland state. Lots of potential still there.

HAving recently paid $200 for an upper deck seat to a Leafs game (I'm not a Leafs fan I just like going to hockey games) I think a second team in Toronto would do very well. It may take time to develop their own fans because a lot of the crowd will be fans of the other team or fans who just like hockey.
