I don't think you have to be telekom customer to book the channel, but I believe it costs more if you are not a customer.
However unless one lives in Germany there will be no way to book it.

When a Canadian friend played in the DEL, I made an account for his parents and subscribed for them. They had no issue watching from Canada but Maverick is right that you can't create the account unless you're in Germany. So, you either need someone in Germany that you trust with your credit card information to sign you up or just use a VPN – that should work too. (Though the website is German only, so you might have to translate quite a bit when using a VPN.)

I think I got a Telekom account by buying a pre-paid SIM card, ordering it up was easy enough after that.

Added: you can register online no problem, charge on any credit card.

To download the Telekom sport app in the iTunes Store you have to change your country using any old street address. Changing addresses will break any subscriptions done inside iTunes Store.

Magenta sport has now made it you have to have a German based credit card or PayPal account to subscribe.
