What's the rule again for Euro's who are signed to NHL contracts - have not yet played an NHL game - and are not drafted or signed in the HFNHL... I remember some discussion about signing these players but dont' know if the rule changed... can we sign these players or do we still need to draft them first?

The answer is, as of this season, a European born player can be signed as a FA if he is over 22 years of age, is not in the NCAA, and has either had previous NHL experiance (left and is coming back) or has played his first NA (not including exhibition games, training camp, etc.). In other words, if the player has signed a contract to come to NA for the first time this summer he cannot be signed in the HFNHL until he has played his first regular season game.

Hope that helps and I'm not forgetting anything.
