What measures are there to keep teams from paying players under the table?

A friend of mine got some cash under the table to go to a certain Canadian University to play football. If it happens in CIS sports, I'm sure it could happen in pro sports.


Surely you understand that there's a big difference between unsalaried University students getting slipped a $20 now and then, and professional athletes who get paid millions of dollars and are represented by agents. Like it really doesn't get more amateur than CIS sports.

Minnesota got nailed for trying to circumvent cap restrictions. Joe Smith was meant to get paid less than he was worth with the understanding that he'd get signed for the max cap by Minnesota three years down the line. It was a stupid idea for sure, but not exactly illegal.

The risk versus reward for even suggesting "extra money" on the side is just too high.
