A case could be made for some of the FC Barcelona and Real Madrid sites of the late 1950s/early 1960s. For example, in 1958-1959 Barcelona scored 96 goals in 30 games. That's 3.20 goals per game, compared to 3.18 (121/38) Real Madrid scored in 2011-2012.

Goal was also just up back then, that is right before it started going down a significant amount.

The least GA was 66 (in 42 games) and even the worst attack scored similarly 66 goals. Different tactics and systems, but even still, that's a lot of goals in every club's matches.

As for more recent teams, the 80's Real Madrid (Butragueno, Hugo Sanchez, Michel etc.) was a very entertaining team as well. Won 5 straight league titles and reached numerous CL semis too, while never concentrating on defence. I remember them losing first leg away matches in Europe, 4-1 or 5-1 or margins like that and still everybody was confident they would turn it around at home. And they did.

Looking past PSG v Bayern there could also be the argument that the second wave of teams in France have caught up to that of Germany.

That's a wave of no more than four or so clubs though, up there with the likes of Frankfurt or Mönchengladbach. A side like Mainz would be expected to achieve European qualification in France, in Germany they can be happy to avoid relegation.
