And I would not be opposed to have a delay of game penalty after the 5th icing. I just think if you give a penalty on every icing that you'd discourage teams from making stretch passes which isn't good for the game.

Just fifth total? Or fifth within a specific period of time? Then you've got refs doing a bunch of math and clock-stopping discrepancies. No real easy solution.
