It's actually considered salary cap circumvention. The league is only good with salary cap circumvention if you hide a minimum of $9.5 mil or more and reside in a valuable television market.

I think the league is being too aggressive in helping out the new franchises. Every team basically needs to pony up a 3rd liner/2nd pair or 2nd rounder.
