It's a meme among some of us. That the Flyers are constantly 2-3 years away from being 2-3 years away. Brought by the words of Hakstol saying he wasn't sure if TK was ready yet for more responsibility, and kind of enforced by Hextall first saying the "retooling" wasn't going to take 5 years, and then pivoting to saying, he's only really 2 years into this gig since there was a lot of work to be done in the first several years.

Someone making a sarcastic comment about being 2-3 years away is an unrest fan with the current pace of the Flyers being a competitive team. (Although the Flyers made the playoffs in 2 of the last 4 years, most would not say they were competitive in those series, disregarding both went 6 games.)
