Not really though. Since the 2005 it's been won by:

Detroit (Central)
Buffalo (Northeast)
Detroit (Central)
San Jose (Pacific)
Washington (Southeast)
Vancouver (Northwest)
Vancouver (Northwest)
Chicago (Central)
Boston (Northeast)
Rangers (Metro)
Washington (Metro)

so 3 out of 11 seasons where the winner of the President's arguably came from the weakest division that season. You might be able to make an argument for San Jose since the Kings hadn't had their rise yet, but that's about the only one.

Yes, we have to go all the way back to... last year when that didn't happen and the Caps won the President's Trophy in the only division with 4 100-pt teams. By 11 points.
