Like @cptjeff said, I think it's that @RosiesRevenge59 hasn't been a member quite long enough. I'm not sure when the probation period gets lifted (if it's tied to # of posts or how long you've been a member or what) but just keep an eye out and you should be able to change your username.

Generally I hate it when some new guy tags alone with some more seasoned ones and nigh-immediately gets privy to their privileges because of it.
